PAN Card for Minors: A Comprehensive Parent's Guide
Introduction
As financial literacy grows, more parents in India are beginning to invest in their children's names early on—whether through Fixed Deposits, Mutual Funds, or the Sukanya Samriddhi Yojana. A critical component of this financial planning is the PAN Card for Minors. While a child under 18 cannot enter into a legal contract, they are a distinct "person" under the Income Tax Act and can hold assets in their own name.
If you are planning your child's financial future in 2026, understanding the specific rules for minor PAN cards, from application to adult conversion, is essential.
Scope Clarification
What This Article Covers
- Legal necessity and benefits of a PAN for minors.
- The role of the Parent/Guardian in the application process.
- Documentary requirements (Birth certificate, Guardian POI/POA).
- The process of updating the PAN once the minor turns 18.
What This Article Does Not Cover
- Clubbing of income rules (refer to our clubbing guide).
- Creating a separate HUF for a minor.
- Investing in high-risk crypto assets for minors.
Legal Context
Relevant Law: Section 139A of the Income Tax Act, 1961 – Allows for the allotment of PAN to any "person" including minors. Section 64 (Clubbing Provision) – Governs how a minor's income is taxed along with their parent's income.
Why Does a Child Need a PAN?
A PAN card for a minor is typically required for:
- Investments: To be named as a nominee or primary holder in Mutual Funds, PPF, or bank FDs.
- Bank Accounts: Opening a "Minor's Account" in any Indian bank.
- Property: Buying immovable property in the name of a minor (where the child is a beneficiary).
- Talent Income: If a child earns income through their own skill or talent (e.g., child actors or winners of televised competitions), this income is not clubbed and requires a PAN for independent filing.
The Application Process: The Guardian's Role
A minor cannot apply for a PAN independently.
- Form 49A: Parents must fill out Form 49A.
- Representative Assessee: One of the parents (or a legal guardian) must sign the form as the "Representative Assessee."
- Documents Required:
- Minor: Proof of Age (Birth Certificate) and Proof of Identity (Aadhaar or Passport).
- Guardian: Proof of Identity and Proof of Address.
Note: The physical PAN card for a minor will display the Guardian's signature and, by default, will not have the minor's photograph.
Turning 18: The "Minor to Major" Update
This is where many young adults face compliance hurdles. Once a child turns 18, their "Minor PAN" must be transitioned to a "Major PAN."
- New Details: The individual must now provide their own photograph and specimen signature.
- Procedure: Use the PAN 2.0 Unified Portal or the 'Form for Changes/Correction in PAN Data'.
- Mandatory Check: Select the option "Full name, Photo, and Signature update." This ensures the card becomes a valid "Adult" identity proof for all future financial contracts.

Taxation: The "Clubbing" Rule (SLR Technique)
The ₹1,500 Rule: Most income earned by a minor (like interest on an FD) is clubbed with the income of the parent who earns more. However, as an incentive to save for children, Section 10(32) provides an exemption of ₹1,500 per annum for each minor child whose income is so clubbed. This means if your child earns ₹5,000 in interest, only ₹3,500 is added to your taxable income.
Conclusion
Obtaining a PAN for your minor child is a proactive step toward their financial independence. It allows you to build a corpus for their education or future while staying within the legal framework of the Income Tax Act. Just remember: having the card is only step one; updating it the moment they turn 18 is equally important to avoid KYC rejections at the bank or stock exchange.
